hello everyone. I know there are threads on how to adjust the tps but I was cant find any thing on how to properly adjust the throttle body blade. like is it supposed to be closed all the way or should it be cracked open a little I need to know more then just how to set the tps

I'm new to my supra and to turbo cars. my engine feels like it trips over it self when the boost gage reads 8+ and 4000rpm any thing lower then 4000rpm and it doses fine can anyone explain to me what is happening
